  • RON PHILEMONOFF

    CEO

    Ron Paul Philemonoff is the Chief Executive Officer of Awalix, LLC, an SBA-certified 8(a) business and a wholly-owned subsidiary of the Aleut Community of St. Paul Island. This federally recognized American Indian/Alaska Native tribe is located in the Bering Sea, 400 miles off the coast of Alaska. With over 30 years of leadership and executive experience, Ron has dedicated his career to serving the Aleut people of St. Paul Island.

    Previously, Ron served as the CEO of TDX Corporation, the Alaska Native Village Corporation of St. Paul Island, for over 25 years. Under his leadership, TDX Corporation grew from 30 to over 300 employees worldwide. He diversified the company’s business ventures into travel, tourism, and hospitality in St. Paul Island, Anchorage, and Seattle. Ron also established TDX as a respected energy producer, developing remote diesel-powered generator plants in Adak, Sand Point, and Manley, and the first hybrid wind/diesel power plant in the U.S. on St. Paul Island. Additionally, he oversaw the construction and operation of a large natural gas turbine power plant on the North Slope, providing power to commercial customers in Dead Horse.

    Ron successfully expanded TDX’s federal contracts and programs, increasing annual revenues from under $500,000 to over $300 million. As an Aleut tribal member born and raised on St. Paul Island, Ron followed in the footsteps of his father, Terenty Philemonoff Sr., an original Tribal Council member and the first General Manager of the Tribe’s business enterprises. Encouraged by his father to pursue higher education, Ron earned a degree in Technology and Business Management from the University of Alaska.

    After briefly working for the Aleut Region and the Aleut Community of St. Paul Island, Ron was asked by the TDX Aleut leadership in 1979 to lead TDX Corporation as its CEO. Recently, the Tribal Council of the Aleut Community of St. Paul Island appointed Ron to be the CEO of their newest for-profit venture, Awalix LLC.

  • DANIELLE LESTENKOF

    GENERAL MANAGER

    Danielle has been an employee of the Aleut Community of St. Paul Island for more than fifteen years. Danielle has worked in several areas of tribal government, with the majority of her time as the Department of Business & Economic Development (DBED) Manager, providing administrative and office management processes for multiple departments ranging from General Administrative Services, Department of Business and Economic Development, and Tribal Enterprises. Danielle holds an Associates of Arts in Business Administration and Management from the University of Alaska Southeast.

  • PATRICK BAKER

    EXECUTIVE DIRECTOR

    DBA TRIBAL GOVERNMENT OF ST. PAUL ISLAND

    Patrick Baker serves as the Executive Director for the Aleut Community of St. Paul Island, a federally recognized Alaska Native tribe located in the Bering Sea off the coast of Alaska. For the past 24 years, Patrick has assisted the Tribe with governance administration and economic development and has been instrumental in helping move the Tribe towards self-sufficiency and independence. During his time with the Tribe, the Aleut Community of St. Paul Island has grown from 3 staff to 80, resumed local control over all federal self-governance programs, leveraged numerous additional programs, and expanded annual economic impact from $600,000 to over $12,000,000. Patrick has a lifelong relationship with St. Paul Island, first visiting the island in 1981 with his father. He completed his education at the University of Michigan with degrees in Naval Architecture and Marine Engineering in 1995. Tribal leadership asked him to travel to the Island in 1996 for a two-week assignment before taking a position with a large architect and engineering (A&E) firm in Washington, DC. During his 1996 trip to the Island, the Aleut leaders offered him the Executive Director position in the Tribal Government. 

  • HANNAH-MARIE GARCIA

    ISN DIRECTOR
    ECOSYSTEM CONSERVATION OFFICE
    ALEUT COMMUNITY OF ST. PAUL ISLAND

    Hannah-Marie Garcia is the ISN Director for the Ecosystem Conservation Office at the Tribal Government of St. Paul Island. Ms. Garcia holds a B.A. in Environmental Studies and Sustainability and a Master’s in Marine Policy. Ms. Garcia has worked for the ACSPI since 2021. She has experience in scientific data collection, analysis, and science communication; braiding local and traditional knowledge with western science; tribal, federal, and state management; experience with tribal engagement and facilitating collaboration between diverse audiences; experience in developing tools for environmental monitoring and training communities in data collection. Her areas of practice are climate adaptation, coastal resource management, community engagement, environmental justice, community-led change, story-telling, and creative media.

  • BRUCE ROBSON

    ISN TECHNICAL DIRECTOR
    COMMUNITY AND ECOLOGY RESOURCES, LLC

    Bruce Robson is the ISN Technical Director for the Tribal Government of St. Paul Island. Mr. Robson holds a MS in Fisheries from the University of Washington and worked in the Pribilof and Aleutian Islands since 1989 as a marine wildlife and fisheries biologist with the NOAA National Marine Mammal Laboratory. He has been the Technical Director of ISN since the early 2000s. He has conducted research on northern fur seals, Steller sea lions, harbor seals, ice seals, and other marine mammal and seabird species in the Pribilof Islands and surrounding Bering Sea and Aleutian Islands. He has extensive experience in database design, GIS, and the reporting, editing, and publication of scientific data.
